You wouldn't think there would be much difference in lights but in order to get the most out of your lighting purcahse you need to match your needs to your light. Fog lights need to be mounted low, and have a particular beam pattern. Driving lights need to be DOT legal and mounted in such a way that they do not impair oncoming drivers.
